Left informal and unassisted, vendors remain highly vulnerable to sudden economic shocks, regulatory conflicts, unstable incomes, and persistent poverty.

Managing urban informality through enforcement or exclusion ignores the immense productive potential of these grassroots traders. When provided with structured business development services, digital financial literacy, affordable capital, and cooperative networks, informal vendors can rapidly transition into thriving micro-enterprises that generate steady tax revenues, create local jobs, and drive inclusive urban growth.

To bridge the divide between the informal and formal urban economies, Prime Corporation Foundation (PCF) is launching the Street Vendors Economic Inclusion and Urban Micro-Enterprise Transformation Programme (2027–2032). Headquartered in Kigali, Rwanda, PCF is mobilizing a USD 2B+ five-year multi-partner fund and execution framework across major African cities.

The initiative employs a comprehensive systems-building methodology: pairing enterprise formalization and financial literacy training with savings-and-credit integration, cooperative aggregation, and municipal dialogue. By equipping street vendors with capital access, digital financial tools, and collective bargaining power, PCF is converting vulnerable informal traders into empowered, resilient entrepreneurs capable of powering sustainable urban development across Africa.
